AI 1.4 Coordination meeting at 13:30, Dec. 8 (Room F2)

Dear AI 1.4  colleagues,

As discussed in APT Coordination Meeting today, we have 3 options for issue A as follows:

  • Option 1: use of HIBS in Region 3 basis
  • Option 2: use of HIBS in Region 3 basis except [countries names (TBD*)]
  • Option 3: use of HIBS on countries footnote; Australia, India, Indonesia, Japan, Korea, Malaysia, Maldives, Micronesia, Papua New Guinea, Philippines, Thailand, Tonga, Vanuatu, [country names (TBD*)]

*To be added based on the request from administrations

In the SWG 4A3 today (final meeting), some APT countries proposed to choose Option 1 (Region 3 basis) as remaining issues are almost resolved, at least there is no significant issue for Region 3, and sprit of harmonization of use of HIBS in this region. However, some other APT countries are still concerned taking this option.

I heard that these countries that have expressed concerns are currently considering additional conditions that would apply only to Region 3 for the protection of certain system in the mobile service.

This matter is one of the remaining issues in agenda item 1.4 and is an issue within Region 3. Therefore, we would like to hold an AI coordination meeting to resolve this matter.

Specifically, the purpose of the meeting is to determine the direction of Region 3 in this band based on the conditions proposed by the them, and to reflect it in the subsequent COM4.

I look forward to your participation.

Dear all,

In the AI 1.4 Coordination meeting, we agreed to put the additional conditions and to take Option 1 (use of HIBS in R3 basis) as attached (highlighted turquoise). The remaining issue is separation distance currently put the square brackets. So, I highly encourage concerned parties to discuss with this number to VTN and LAO.

As mentioned in COM4, we will have AH meeting, I will send it to this AH for further review.

Best regards,

Shiro Fukumoto
